Meet Our Management Team


Thomas "Tommy" Terrell, President and founder of Terrell, Hundley & Carroll Right of Way Services, Inc., presents over 30 years of Right of Way and Land acquisition expertise. His background includes 11 years with the Georgia Department of Transportation, followed by more than 20 years of managing a variety of prominent real estate projects for clients, including Hartsfield-Atlanta International Airport, Cobb County, Fulton County, the State of Georgia, and the State of South Carolina.

A graduate of Auburn University with a major in Business Administration, Tommy is a licensed Real Estate Broker in Georgia, South Carolina and North Carolina. He has completed numerous courses from the Appraisal Institute, IRWA and FHWA.

In addition to his professional interests, Tommy is personally involved in the local community:

  • Rotary Club of Duluth – Current President, Past Secretary, Past Community Service Chair, Member since 1986
  • Sugarloaf United Methodist – Active Member
  • Leadership Gwinnett, Class of 1999

Gary H. Webb, P.E. enjoyed a successful career as an industry executive serving corporations in the mining and steel fabrications industries before joining Terrell, Hundley & Carroll Right of Way Services, Inc. as Vice President and principal. Having managed a number of major company acquisitions and divestitures over two decades, Gary is exceptionally skilled in negotiations with commercial and industrial property management owners, and in the technical aspects of project management.

In addition to graduating from Georgia Institute of Technology, Gary also earned his MBA from Georgia College.

As a member of the International Right of Way Organization, the American Public Works Association, the National Society of Professional Engineers, the Association of State Highway Engineers, and the America Society of Flood Plain Management, Gary further maintains the following active registrations:

  • Georgia Professional Engineer
  • Georgia Licensed Real Estate Salesperson
  • ASFPM Certified Flood Plain Manager

Gary has also completed numerous IRWA courses:

Gary is an active member, serving as treasurer, for the Lawrenceville Rotary Club. Gary is also a member of First United Methodist Church, Lawrenceville.


John E. Terry, State Right of Way Manager for Terrell, Hundley & Carroll Right of Way Services, Inc., presents over 20 years of Right of Way and project management experience. Headquartered in South Carolina, John oversees projects for the SCDOT, and Beaufort, Charleston, and Spartanburg County local option sales and vehicle tax programs.

A graduate of the University of South Carolina, John is a Licensed Real Estate Agent in South Carolina and a member of the International Right of Way Association. He has also completed the IRWA's C501 Relocation Assistance course.

In addition to his professional interests, John is personally involved in the local community:
